              நாளை 30.01.2014 அண்ணல் காந்தியடிகள் சுட்டுக் கொல்லப்பட்ட நாள், காந்தியடிகள் நினைவு நாள், தியாகிகள் தினம் எனவே அன்றைய தினம் அனைத்து அரசு அலுவலகங்களிலும், பள்ளி - கல்லூரிகளிலும் முற்பகல் 11.00 முதல் 11.02 வரையில் அமைதி (மௌன) அஞ்சலியும், அதன் பின்னர் தீண்டாமை ஒழிப்பு உறுதிமொழியும் மேற்கொள்ள தமிழக அரசு அறிவித்துள்ளது. அதற்கான அரசுக் கடிதம் மற்றும் தீண்டாமை உறுதிமொழி அறிக்கை கீழே......

ஆசிரியர் தகுதித் தேர்வில் வெற்றி பெற்றவர்களுக்கான சான்றிதழ் சரிபார்ப்பு........

  ஆசிரியர் தகுதித் தேர்வில் வெற்றி பெற்றவர்களுக்கான சான்றிதழ் சரிபார்ப்பு தமிழகம் முழுவதும் நாளை (திங்கள்கிழமை) தொடங்குகிறது. சரிபார்ப்பு பணிகளை ஆய்வு செய்ய 4 இயக்குனர்கள், 20- க்கும் மேற்பட்ட இணை இயக்குனர்கள் தலைமையில் கண்காணிப்பு குழுக்கள் அமைக்கப்பட்டுள்ளன.

      ஆசிரியர் தகுதித்தேர்வில் வெற்றிபெற்றவர்களுக்கான சான்றிதழ் சரிபார்ப்பு தமிழகம் முழுவதும் நாளை (திங்கள்கிழமை) தொடங்குகிறது. சரிபார்ப்பு பணிகளை ஆய்வுசெய்ய 4 இயக்குனர்கள், 20-க்கும் மேற்பட்ட இணை இயக்குனர்கள் தலைமையில் கண்காணிப்பு குழுக்கள் அமைக்கப்பட்டுள்ளன. 
            ஆசிரியர் தகுதித்தேர்வு கடந்த ஆகஸ்ட் 17, 18-ம் தேதிகளில் நடத்தப்பட்டது. இடைநிலை ஆசிரியர்களுக்கான தகுதித்தேர்வை (முதல் தாள்) 2,60,000 பேரும், பட்டதாரி ஆசிரியர்களுக்கான தகுதித்தேர்வினை (2-ம் தாள்) 4 லட்சம் பேரும் எழுதினர். இதில், முதல் தாளில் 12,596 ஆசிரியர்களும் 2-ம் தாளில் ஏறத்தாழ 17 ஆயிரம் பேரும் தேர்ச்சி பெற்றுள்ளனர். 
         பட்டதாரி ஆசிரியர்களை நியமனத்தில் பின்பற்றப்படும் வெயிட்டேஜ் மதிப்பெண் முறையையே இந்த தடவை இடைநிலை ஆசிரியர் நியமனத்திலும் கடைப்பிடிக்க அரசு முடிவுசெய்துள்ளது. அதன்படி, தகுதித்தேர்வு மதிப்பெண்ணுடன் பிளஸ்-2 மதிப்பெண், பட்டப் படிப்பு, பி.எட். மதிப்பெண், இடைநிலை ஆசிரியராக இருந்தால் ஆசிரியர் பட்டயப் படிப்பு தேர்வு மதிப்பெண் ஆகியவை கணக்கில் கொள்ளப்படும். 
      இதற்கிடையே, ஏற்கெனவே அறிவிக்கப்பட்டபடி, தகுதித் தேர்வில் வெற்றிபெற்றவர்களுக்கு சான்றிதழ் சரிபார்ப்பு நாளை (திங்கள்கிழமை) தொடங்கி 27-ம் தேதி வரை நடைபெறுகிறது. மாவட்டத்துக்கு ஒரு மையம் என்ற அடிப்படையில் 32 மையங்களில் சான்றிதழ் சரிபார்ப்பு நடத்தப்படுகிறது. 
       சான்றிதழ் சரிபார்ப்புக்கு வரும்போது ஆசிரியர் தேர்வு வாரிய இணையதளத்தில் இருந்து பதிவிறக்கம் செய்யப்பட்ட அழைப்புக்கடிதம், சுயவிவர படிவம், அடையாளச்சான்று, கல்வி, சாதி சான்றிதழ்கள், சான்றொப்பம் பெறப்பட்ட அவற்றின் நகல்கள், 3 பாஸ்போர்ட் அளவு புகைப்படங்கள் ஆகியவற்றை தவறாமல் கொண்டுவர வேண்டும் என்று ஆசிரியர்கள் அறிவுறுத்தப் பட்டுள்ளனர். சென்னையில் அசோக்நகர் அரசு மகளிர் மேல்நிலைப்பள்ளியில் சான்றிதழ் சரிபார்ப்பு நடக்கிறது. 
           சான்றிதழ் சரிபார்ப்பு பணிகளை ஆய்வுசெய்வதற்காக இயக்குனர்கள், இணை இயக்குனர்கள் தலைமையில் கண்காணிப்பு குழுக்கள் அமைக்கப்பட்டுள்ளன. இந்த குழுவில், தமிழ்நாடு பாடநூல் கழக செயலாளர் எஸ்.அன்பழகன், மாநில ஆசிரியர் கல்வி ஆராய்ச்சி கவுன்சில் இயக்குனர் எஸ்.கண்ணப்பன், அனைவருக்கும் இடைநிலை கல்வி திட்ட (ஆர்.எம்.எஸ்.ஏ.) இயக்குனர் ஏ.சங்கர், மெட்ரிக்குலேஷன் பள்ளிகள் இயக்குனர் ஆர்.பிச்சை ஆகியோரும், இணை இயக்குனர்கள் ஏ.கருப்பசாமி (பணியாளர்), எஸ்.கார்மேகம் (மெட்ரிக்), வி.பாலமுருகன் (மேல்நிலைக்கல்வி), எஸ்.உமா (ஆசிரியர் கல்வி ஆராய்ச்சி பயிற்சி கவுன்சில்), டி.உமா (ஆசிரியர் தேர்வு வாரியம்) உள்பட 20-க்கும் மேற்பட்ட இணை இயக்குனர்களும் இடம்பெற்றுள்ளனர். 
         பெரிய மாவட்டங்களுக்கு ஒரு அதிகாரியும், சிறிய மாவட்டங்களாக இருந்தால் இரண்டு மூன்று மாவட்டங்களுக்குச் சேர்ந்து ஒரு அதிகாரியும் பணிகளை ஆய்வுசெய்வார்கள். சான்றிதழ் சரிபார்ப்பின்போது, சான்றிதழ்கள் சரிபார்க்கப்படுவதுடன் பிளஸ்-2, பட்டப் படி, பி.எட்., இடைநிலை ஆசிரியர் பயிற்சி தேர்வு ஆகியவற்றில் பெற்ற மதிப்பெண்களும் பதிவுசெய்யப்படும் என்று ஆசிரியர் தேர்வு வாரிய அதிகாரிகள் தெரிவித்தனர்.

Instructions Given To Candidates By TRB :-

1.He/She should bring two bio-data forms, which can be downloaded from TRB website and duly filled in with his/her own handwriting.
2.The identification form should be attested by a gazetted officer.
3.All relevant original certificates and two sets of photocopies of the same duly attested by the gazetted officer should be produced.
4.The following originals and two attested photocopies should be produced before the CV Board.

a)Paper I

i.SSLC Book / Mark sheet

ii.Higher Secondary (+2)/PUC/Diploma (3years) certificate and mark sheets.

iii.D.T.Ed/D.E.Ed certificate and mark sheets (if the Diploma is from other State, Evaluation certificate obtained from SCERT has to be attached).

iv.Community certificate (issued in the name of candidate followed by son of or daughter of so and so).

v.Tamil medium certificates for D.T.Ed/D.E.Ed given by the competent authority (for those who claim reservation under Tamil medium quota).

vi.Certificate for disability of a person under special category of physically challenged (ortho only) if required.

vii.Conduct certificate.
   
b)Paper II

i.SSLC Book / Mark sheet

ii.Higher Secondary (+2)/PUC/Diploma(3year) certificate and mark sheets.

iii.UG degree certificate and complete mark sheets (if grade is awarded in the mark sheets, the conversion table should be printed on the reverse side. If not printed, the candidate should obtain a letter from the Registrar of the issuing University about the conversion method).

iv.B.Ed/TPT /D.T.Ed or DEEd (whichever is applicable) certificate along with the mark sheets.

v.Community certificate (issued in the name of candidate followed by son of or daughter of so and so).

vi.Tamil medium certificates only for U.G degree and B.Ed given by the competent authority (for those who claim reservation under Tamil medium quota.

vii.Certificate for disability of persons under special category of physically challenged or visually impaired (Ortho /Blind) minimum 40% disability

viii.Conduct certificate.

c)Important Note given to Candidates.

i.This is a Certificate Verification process and is not linked with issue of appointment which will be done by respective Department.

ii.Certificates produced at the time of CV alone shall be considered.

iii.If any of the above certificates are not produced at the time of CV, he/she will be treated as ineligible.

iv.No certificate/document will be accepted after CV date.

v.Merely calling for CV does not guarantee for any appointment.

vi.If the candidate is not present on the day of CV, no other chance will be given.

vii.The decision of the concerned Department / TRB shall be final regarding the eligibility of the candidate.

viii.No TA/DA will be paid for attending the CV.

Guidelines for CV and Instructions to Board Members :-

1.Candidates must be made to assemble CV Board-wise in the order of CV number.

2.Verify whether all candidates brought their bio-data form (duplicate) and identification certificate duly filled in and attested.

3.Instruct them to arrange all originals and photocopies as in the order prescribed  (for paper I).

4.Verify whether all photocopies are attested.

5.All originals and photocopies should be verified and placed in two folders provided by TRB.

6.First Folder – The following documents must be clipped together.

i.Call letter for CV

ii.Original certificates (according to the order mentioned )

7.Second Folder – The following documents should be stitched together.

a.First set of personal,Bio-data form,Identification certificate and attested photocopy of the certificates should be stitched together.

b.Second set of personal Bio-data form, Identification certificate and another set of photocopies of the certificates should be stitched together.

8.Once all candidates have arranged this, the CV Board members can start the exercise of CV as per the instructions.

It has been reported that the government is considering the merger of 50% of the DA with the basic. The government is likely to take a decision during the budget session of Parliament in February 2014. The information was given by sources close to the Central Government Employees Federations. The federations were demanding the merger from January 2011.

During the 5th pay commission period there was a clause that the DA will be merged with the basic once it touches 50%. But this was removed by the 6th pay commission. However the unions were constantly demanding the merger. The current DA stands at 90% and is likely to touch or cross 100% by January 2014, which will be announced in March. he government may consider the demand of merging of 50% DA with basic Pay in view of forthcoming Parliament elections.

Once the AICPIN for Industrial workers for the Month of December 2013 is announced, the rate of dearness allowance to be paid from January 2014 can be calculated. It is certain that the rate of DA will be 100 or 101% with effect from 1st January 2014. (Read : November CPI IW up by 2 points, at 243. Chances of 101% DA from Jan 2014) After the DA increased to 100%, the demand merger willbe stronger. Probably the demand would be for 100% DA merger. So the unions expect the government may consider 50% DA merger soon.



The sources, associated with National Council JCM, said that the government initially was not willing to consider this demand as some allowance and advances have been raised by 25% whenever the DA crosses 50% level as per the sixth CPC recommendation. But federations insisted that the allowances, which are raised to 25 % level when DA crosses 50%, will have no impact on merging DA with basic pay. The only allowance will have an increase when Basic Pay increases are HRA. No other allowances will be increased and other entitlement of the respective Grade Pay will not be revised as the 50% DA to be merged will be kept under separate component like it was treated in 5CPC as Dearness Pay. “There is no need to worry about financial implications, as the 50% DA will be paid by just changing its nomenclature as Dearness Pay”, said sources.
